How does an engine with same displacement rev lower and make the same power on same octane and still make torq?
make 10 more torques
both dohc 16valve i4 2.0
Different cam shafts make power at different spots on the rpm curve.
You might see this on the same engine but different years, they change the cams to make more power but its farther up the rpm range. Or lower.

No such thing as a 100 mpg carb, haha.
If these were really possible, the auto aftermarket would be flooded with manufacturers.
Honda carbs from the late 80’s or so gave the best possible mileage for the power the car made. They were fairly complicated but if Honda could put one on a car and get 80 mpg
there is no way in hell the oil companies could stop them. Anything else is conspiracy theory lunacy.
